procedure: |
 The
implementing agencies will be required to prepare a detailed project
reports under the scheme for the consideration of sanction by the
State Level Sanction committee of MCP.

a,

Basket of
projects should be prepared by the agencies stating the need of
the projects and availability of existing infrastructure and sent
to TUFIDCO. |

Copy of the
required approval from the authorities for administrative / planning
/technical aspects of the projects. |

|
Financing pattern must
be proposed in terms of grants, loans from financial institutions
/ banks and mega city share. |
|

|
Revenue generation
(direct and indirect) expected, manner of cost recovery and repayment
of loans, financial / social cost benefit analysis etc.should be
furnished. |

|
Copy of the sanction letter
from FI for the balance amount to be sent.

f,
|
The reports
should give the justification for the projects selected in relation
to the Metropolitan Development Strategy / long range metropolitan
investment plan. |

|
The number
of projects to be selected should be limited and only those, which
are of major significance from the metro master plan. development
plan point view needs to be given priority. |

|
The project
has to be routed through respective heads of departments of the
local bodies. |

The implementing agency
should furnish past three years abstract of income and expenditure
statement along with cash flow projection for 15 years period /
loan repayment period.
DCB for the last three years for tax and non tax items and statement
of loan balance with details of future annution for the balance
loan period.

|
The report
should contain sensitivity analysis. Cost benefit analysis, Traffic
and Transportation Study (wherever essential). |

|
The report
should contain detailed estimate, appraisal report from FI and consent
letter for the balance cost of the project. |

as approved by the appropriate authorities. |

Council resolution to
seek financial assistance from TUFIDCO under MCP should be obtained
in the specified format. |

 Escrow
account to remit the property tax collection and receivables from
the components of remunerative projects should be opened on the
bank in favour of TUFIDCO by the implementing agencies.

|
Agreement to be executed with TUFIDCO
for borrowing and repayment of loan amount. |
